When a Mistake Starts a War

An adaptation of Robert Sapolsky's 2024 lecture on the evolution of behavior. Why a single miscommunication can destroy a perfectly cooperative relationship, and the endless cycle between cheating and trust.

Tit for tat won every tournament, but it has one serious weakness: it assumes both players always know exactly what happened. Real life is messier than that.

One Signal Error Away From Disaster

Imagine you cooperate, but a mix-up in communication makes it look to the other player like you betrayed them. They retaliate, following the tit for tat rule exactly as designed. Now you believe they betrayed you first, so you retaliate back, and a single mistake alone can trigger an endless back-and-forth of retaliation, with both sides certain they are only responding fairly to the other's betrayal.

Under strict tit for tat, a single miscommunication can permanently wreck a relationship that was cooperating perfectly well until that moment. The Cold War-era novel Fail-Safe imagined this exact failure at the largest possible scale: a technical glitch sends an American bomber a real order to attack Moscow, and by the time the mistake is discovered, the plane cannot be recalled. The story's grim solution is a trade: one American city is destroyed in exchange, simply to prove the strike truly was an accident and not the start of a war.

Teaching Tit for Tat to Forgive

Game theorists fixed this by adding forgiveness. In this improved version, called forgiving tit for tat, a single betrayal is treated as a possible mistake and quietly overlooked, instead of triggering automatic retaliation.

This creates a new vulnerability of its own. A player using forgiving tit for tat can be exploited by someone who deliberately cheats just often enough to stay under the forgiveness threshold, cashing in on trust while never triggering real retaliation. The right amount of forgiveness turns out to depend heavily on how long a cooperative history already exists between the two players. A short history calls for less trust and less forgiveness. A long history of proven cooperation can support forgiving a betrayal after just a few rounds of doubt.

Researchers kept testing variations after this. One, called contrite tit for tat, adds a step where a player who accidentally cheated tries to signal that it was a mistake and make up for it. Another, called Pavlov, takes the opposite approach, deliberately probing for how much it can get away with, and backing off only once punished.

A Cycle That Never Fully Settles

Once researchers modeled this over many generations, a pattern emerged.

  • Start with a population of pure cheaters, and one lone cooperator gets exploited badly.
  • Once cooperators find each other, two tit for tat players can out-compete every cheater around them, and cheating gets replaced.
  • Once mistakes become common enough, forgiving tit for tat out-competes strict tit for tat.
  • Once trust is high enough for long enough, populations can drift toward simply always cooperating, since constantly watching for cheaters has its own cost.
  • But a population that always cooperates is defenseless against a single new cheater, who can then spread rapidly, resetting the whole cycle back toward cheating.

There is no permanent stable answer. The balance between cheating and cooperating keeps shifting, driven by how much uncertainty and how much trust exists at any given point. Once zoologists heard about all of this, they went looking for exactly these strategies out in the wild, and they found them in some very unexpected animals.
